Dear Jeff,

When a Montana Law student prosecutes unsupervised in violation of the Montana Student Practice rule (unsupervised prior to JD or Bar passage) that is known as felony impersonation of a public official.

In 2012 the Chief Counsel for University of Montana David Aronofsky told me in a phone conversation that third year or 3L students continue to practice in this manner (unsupervised and in criminal act).  He left shortly thereafter.

As you may know, in 2007 I was also prosecuted by law student Angela Wetzsteon ('08) of your fine Blewitt law school on August 8, 2007 prior to completing her JD or Bar License on 10/9/2008 [available: www.angelawetzsteon.blogspot.com]

The Montana Student Practice Rule states that a supervisor is "personally and professionally liable" for the actions of the two (2) Montana law students committing felonies (also perjury due to false identity as "state prosecutor") in Cascade County Montana this summer.  How is your school going to discipline these students coming back this fall to the Blewitt law school, because committing felonies prior to finishing law school counts as blowing it in my book.(?)

I will leave you with my report from 2008 calling for your school accreditation bodies (American Association of Law Schools, (AALS); American Bar Association, (ABA)) to take disciplinary action.  Three hundred (300) people have read it online.

As I have mentioned unlawful student practice to the Montana Law school via former Dean Irma Russell, Ed Eck, The American Bar, the AALS  and taken the matter to appeal en banc with the 9th Circuit, this means that you, your Blewitt School, President Engstrom, and others are negligent because you knew or should have know that unlawful student practice would continue.  Actually Jeff, you are criminally negligent due to this involving the failure to supervise law students who are continuously committing felony crimes.  Crimes that are not victim-less.

For those reasons, I require your resignation for failure to stop criminal activity on UM Law's Blewitt campus.  These crimes will stop, and I am lawfully watching  how all parties involved are doing nothing but allowing the student unlawful practice (while unsupervised) to continue.

Let me know if you have any questions as to this criminal activity since approximately 1990 at your law school.

When measuring Low Frequency Noise (LFN) the "A Weighted" measurement purposely filters out up to 14 decibels (db) which is equivalent to doubling the ACTUAL sound. Not only was the sound not measured correctly, but the NIH facility known as Rocky Mountain Labs (RML) turned down their process the day of the sound tests by 10-15 db as supported by emperical data. Better yet, the engineer is licensed out of state, and used his PE license improperly on the report. It is all about NIH in Montana:

In a March 15, 2011 Memo from Rocky Mountain Labs Hamilton, the NIH facility was willing to "stand behind" the data. Query from US Representative Rehberg's office resulted in the same sentiment: NIH is more than willing to stand behind fraudulent data. It wouldn't be such a big deal, unless you know that Low Frequency Noise (LFN) is hazardous to humans health.

The National Institutes of Health (NIH) is endangering their employees, and Americans who live in the residential community that surrounds the lab that studies INFECTIOUS AGENTS. The sound criteria from the World Health Organization (WHO) say less than 30dbA is acceptable. NIH says 50-55dbA are OK. This "self imposed limit" allows NIH TWICE the sound level as deemed healthy. Every change in 10 db is a doubling of the sound, approximately. The RML sound contractor was busted by the State of Montana:

The sound contractor thought he had a Professional Engineering license in Montana.  Practice without a license is a big deal in the Engineering field.  Big Sky Acoustics Helena MT.

The NIH also decided that Montana residents are expendable: no emergency protection exists on the Federal Property, and nearest Haz Mat response is 50 miles away in high elevation terrain in Montana.

Scientific Fraud at NIH & dangerous accident at RML Hamilton MT

The most important aspect is the NIH facility in Hamilton Montana reducing its sound signature on the day of tests February 2, 2011 by 10-15db which means reducing the noise by half the day of the tests. The contractor misrepresented himself with a PE (Professional Engineer) licensure and measured the sound with A scale which does not pick up < 500 Hz. All of the sound emissions, as observed from the contractor's spectrum meter of frequencies February 2, 2011 emitted from RML were below 500 Hz. Low Frequency Noise (LFN) is sound emissions from industrial process below 500 Hz.

There is a darker side. Although I identified with Dr. Fauci's intellect and sentiment, his suit, shoes, and demeanor seemed a little lavish even for a director of NIAID since early 80's (the youngest NIAID director).

There is information that Dr. Fauci has researchers strategically placed on boards of Rx companies, or development companies. When $45B is spent on HIV/AIDS research in the world, is Dr. Fauci dipping his ladle into that resource a little too deep? Other speculation is his patents that allow him to profiteer off AIDS research, and not so ethical use of his position as NIAID director. Again, the dots connect...especially when he is proud of his close association with several recent US presidents. I remind Dr. Fauci and the public that even during his AIDS talk in August he was aware of being spared of service in Vietnam by choosing the Public Health Service in the 1960's--the NIH.

Public service means service to the public. NIH has forgotten this in Hamilton, Montana at Rocky Mountain Labs.

I am writing this to you with the respect you don't deserve.

There are more than 425 signatures on William Alemar's behalf. A few weeks ago your courthouse witnessed more than 50 people gathered in support of William Alemar. When charges go from multiple felony to simple assault, you are to blame, and should be more than ashamed.

The point standing here is the refusal to uphold a sworn oath. It appears that more than interpretation occurs, you redefine life as a prosecutor.

The power you have Ms. Neely is to uphold the law, not interpret it as you feel right, or outright defy it in Mr. Alemars case. Perhaps the real evaluation, and threat are prosecutors who disobey the people, and their sworn oaths to those people.

The Times took this photo after investigating the 2005 deaths (4) in the Ravalli County Jail and determining that a right to reasonable bail for the inmates made them give up.

Mr. Hoffman allowed 4 suicides in his jail, said he would not run for office again, and did---twice.  He trained City Police Chief Ryan Oster, and oversees a department where tampering with evidence, grand theft ammo occurs, spousal wife abuse by his undersheriff (McConnell) and general abuse of American citizens.  Virginia Bolen wrote a book "Finders Keepers" about Ravalli County law enforcement and is available on Amazon books (even seniors kick Sheriff Hoffman's ass).

I was always taught to stand up for what I believed.  I believed that Montana officials were very corrupt.  With a little bit of exposure, the right thing happens....and they wonder why Hamilton, Montana is seeing fewwer and fewer visitors and residents.  I dont.

I regret holding my money at your bank and affiliates from 1996-2009.  As you recall, a bank error occurred in 2009 as my business account address was moved to a temporary address used for political purposes.  Even as all of the fees were paid that First Security Bank (FSB) assessed, it was not good enough, and more harassment ensued as more business was attempted at this bank.

When banks don't want business, and destroy business accounts at First Security Bank Hamilton, MT why should anyone else place their money here to be toyed with by people who don't seem to be able to treat anyone very well?

I merely gave FSB Hamilton MT a chance to be respectful.  Unfortunately for First Security Bank in Hamilton, that did not occur.  If a bank cant treat you well, it is a good litmus test for the community.

When consumers have a need, First Security Bank fell short.  When businesses are attempted to be started, then First Security Bank should facilitate this, not make up excuses to mistreat their customers.  The prodigal son is an example of a family member returning once again.  While First Security Bank Hamilton MT did not have to throw a feast, it at least could be considerate of a former customer returning.

It goes without saying, if you want to be treated well, First Security Bank makes their problems yours.  There are much better banks out there in Montana than the 11 owned by Glacier Bankcorp:

Best of luck to coach Cranford, due process, and the lack of any written policy that the coach violated puts a stop to a punishment and penalty for not attending a ceremony.

Just to explain my own due process issue, it was peaceful assembly on public property.  I sat on a library lawn, and a police officer, a City Judge, and a Federal judge violated their oath.  I had asked that library to put on reserve a letter to Barack Obama written by someone else asking for civil rights:

The University of Montana decided to discriminate against a member of the public and an alumni. A different alumni who sits on their alumni board also works for the US President.

As the US Presidents staff get immunity from unlawful behavior, Royce Engstrom believed this special alumni would rub off on his staff in Missoula, MT. As the Missoula Indpendent, the Wall St. Journal, CNN, and others are clearly showing, Royce Engstrom does not get special privilege.

As the Administration decides to threaten alumni with UM Police, and not allow access to the Presidents office to describe what amounts to ONGOING crime coverup (sound familiar?) use of brute threat by University of Montana administrators does not have a place in higher learning.

The following is a written complaint against Royce Engstrom, his chief lawyer David Aronofsky, and his Law School Dean Irma Russell. As law students prosecute law in a courtroom in Missoula, MT without supervision it violates a student practice rule given as an ORDER from the Montana Supreme Court. Several FELONIES are involved:

MCA 45-7-209 Impersonation of a public servant (Prosecutor) $5000 fine, 5 years prison

MCA 45-7-201 Perjury (falsification of bar license status) $50, 000 fine, 10 years prison.

 

In Federal Court, if a law student gives alias, false identity, and puts themselves out as bar licensed lawyer, then three felonies occur in violation of 18 USC s. 1001: 5yr. sentence each.

Aubry Shultz '09 bragged on a Linkedin account that she "independently prosecuted" at the Missoula Co. Attorney office for 13 months although the COURT ORDER says supervision is required, and only 12 months maximum.

UM Counsel David Aronofsky admitted in a phone conversation that third year law students practice law (prosecute) without supervision as third year law students (3L).

Chief Justice Karla Grey gave a sharp dissent in the Shapiro case as she mocks student practice saying that Univeristy of Montana Law students should effectively not have to take the Bar exam.

It is estimated over 22 years that the University of Montana Law School has allowed law students to prosecute law unsupervised, students and the University of Montana have allowed upwards of 200-500 felonies against the Montana Citizens who pay for the University by State taxation.

The Student Practice Rule is Montana's equivalent of the other 49 states who state very clearly that law students must not practice law unsupervised. In a civil courtroom, a law student can practice unuspervised IF written permission is given by the supervisor.

This rule is a COURT ORDER. The order is #12982 from May 1, 1975 from the Montana Supreme Court. As Montana Law students violate this court order, they can be immediately jailed under the criminal contempt statute Montana Code Ann. MCA 45-7-309(c) violation of a court process or order, and felony charges listed above from Montana Code Annotated.

So Royce, your students are criminals, and you are protecting them.

Covering up the rapes and sexual assaults were nothing compared to this raping of the Montana people with their own tax paying dollars.

The "scientific community" in my neighborhood includes the illustrious National Institute of Health or NIH.  These fine science types decided not to protect their federal employees, nor the community from the infectious agents (such as Ebola) with onsite federal firefighters.

Now, an accident occurred that never should have happened.  It is the use of science lab equipment in a way that is non-approved, and the biosafety managers at Rocky Mountain Labs (NIH/NIAID) decided that it was perfectly fine to continue.  For reference, if you did well in High School science or college you would know NOT to stab anything with laboratory glass equipment.
